To offer cutting edge services that proactively respond to the existing and future needs that are statutorily mandated responsibilities in our communities.
 

The Health and Human Services Department, organized under Wisconsin Statute 46.23, encompasses the divisions of public health, children and family, long-term care, economic support, child support, and aging.   

The intent of the services is to:

Protect individuals and the community

Maintain quality of life by empowering individuals and families
·       
Maximize independence and self-sufficiency
·       
Prevent or reduce the impact of social, economic, and physical dependency 
·       
Enhance community functioning

 

Public Health

The State of Wisconsin is one of two states in the nation that does not provide state funding to its local health departments, despite the mandate for services.  Jackson County Public Health services are funded primarily by local tax levy dollars.  The Health Department receives some federal funds that are passed through the State Division of Public Health.

The Public Health department teaches and practices prevention and is ready to respond to emergencies.  Public Health works to:

Prevent epidemics and the spread of disease
·       
Protect against environmental hazards
·       
Prevent injuries
·       
Promote and encourage healthy behaviors
·       
Respond to disasters and assists communities in recovery
·       
Assure the quality and accessibility of health services

The following are Essential Public Health Services

Monitor health status to identify community problems
·       
Diagnose and investigate health problems and health hazards in the community
·       
Inform, educate, and empower people about health issues
·       
Mobilize community partnerships to identify and solve health problems
·       
Develop policies and plans that support individual and community health efforts

Enforce laws and regulations that protect health and ensure safety

Link People to needed personal health services and assure the provision of health care when otherwise  unavailable

Assure a competent public health and personal health care workforce

Evaluate effectiveness, accessibility, and quality of personal and population-based health   services

Children and Family Services

The Children and Family Services division provides a wide variety of services to families in Jackson County.   They include:
·        Juvenile Delinquency/Juveniles in Need of Protection and Services
·       
Child Protective Services
·       
Family Court
·       
Community Service/Restitution Work/Youth Employment
·       
Foster Care
·       
Birth to Three Early Intervention Program
·       
Family Support

The social workers in this division work hard to provide Federal and State mandated services in a respectful, compassionate, and timely manner.  This agency also works together with many other county agencies such as city/county/village law enforcement, schools, medical facilities, mental health agencies circuit and tribal courts throughout the western Wisconsin region.

Mental Health and Alcohol and Other Drugs Programming is also provided through Children and Family Services.  This includes:

Intoxicated Driving Program

Community Prevention

Aging and Long-Term Support Division

There are many services in Jackson County to help people stay in their own homes as they grow older.

The Aging Unit receives input concerning the needs of Jackson County’s older adults from the Aging Advisory Committee.

Programs and services provided by the Aging Unit include:
·       
Meals at congregate sites or home delivered
·       
Mini-bus or volunteer transportation to medical appointments, shopping, meal sites, social activities and more
·       
Benefit Specialist  to meet and discuss programs and benefits available to people who are elderly
·       
Information and assistance to people who are elderly, physically or developmentally disabled is available through the Jackson County Aging and Disability Resource Center – Help-Link (click on Help-Link to visit it’s Web page)
·       
Family Caregiver Support Program provides information, assistance, support groups, respite care, training programs and a variety of video’s and literature on the roles and pressures of caring for a loved one with dementia

The Long-Term Support Unit coordinates home and health care services to people with developmental disabilities, elderly people who are frail, people with chronic mental illness and those with physical disabilities.  Services provided by this department include:

Alzheimer’s Family and Caregiver Support Program (AFCSP)
·       
Services for people with developmental disabilities – Adult Family Homes, Daily Living Skills training, Community Based Living Facilities, employment, and more
·       
Jackson County Aging and Disability Resource Center – Help-Link – (click here to visit the Help-Link Web page) coordinates and provides information about all long-term care services available for people with physical, developmental disabilities and the frail elderly.  Help-Link provides “one-stop” service to people of all income levels and also provides short-term case management, advocacy and prevention services.

Economic Resources Division
The Economic Resources Division is comprised of the Child Support Agency and the Economic Support Unit

The Child Support Agency is responsible for:

The establishment and enforcement of child support obligations
·       
Establishment of paternity for children
·       
Locating non-custodial parents
·       
Monitoring and supporting the child support cases
·       
Interstate enforcement
·       
Medical support
·       
Financial case management
·       
Case disclosures

The Economic Support Unit is responsible for:

Medical Assistance

Food Stamps
·       
Low Income Home Energy Assistance

Child Care Certification
·       
County Basic Needs, and more

Financial Services Division

The Financial Services division provides administrative support to all divisions in Jackson County Health and Human Services.  It employs a wide variety of systems and procedures to insure that accurate and timely data is available for management and administrative purposes.
